Emission Limits
If your vehicle failed the tailpipe test, your vehicle exceeded the maximum allowable emission limits for hydrocarbons and/or carbon monoxide and/or nitrogen oxides. These maximum allowable emission limits are set to identify vehicles that are emitting significantly higher emissions than a normal vehicle of the same age and design.

The emission limits shown on the Vehicle Inspection Report are based upon the vehicle's model year and weight classification plus a significant allowance for the age of the vehicle and of normal variations in engine performance. A well-tuned vehicle of any model year with its original emission equipment in place and functioning correctly will easily meet the emission limits.
